The company
BASE was originally founded in 1998 as KPN Orange, the third mobile operator in Belgium. At the launch in 1999 KPN Orange was a 50/50 joint venture between KPN N.V. and Orange PLC and the company offered its products and services under the Orange brand name. In February 2001, KPN Mobile acquired the full ownership of KPN Orange. The company changed its brand to BASE in the spring of 2002.
BASE is a 100% subsidiary of KPN Mobile, one of the larger mobile telecom operators on the European market. KPN Mobile focuses its development of voice and data services on Germany (E-plus), Belgium (BASE) and the Netherlands (KPN Mobile).
At the end of Q2 2004, BASE had 1.437.000 subscribers, up from 1.131.000 subscribers Q2 2003. This makes BASE the fastest growing mobile operator in the country.
The company is based in Brussels and currently has approximately 800 employees. Its products and services are sold in 44 of its fully owned BASE shops, and approximately 500 dealers and 8000 recharge points. Revenues increased to 3337 million in 2003 up from ˆ 314 in the previous year, with EBITDA growing from 3 to 15% of sales (i.e. from ˆ 10 to ˆ51 million). In Q2 2004, EBITDA was at 23,8% of revenue.
BASE is necessarily a young company: the average seniority is 2,5 years; the average age is about 32. The company employs 36% female and 64% male staff and covers 28 nationalities.
BASE operates a network frequency of 1 800 MHz, and the company has invested in the past years over ˆ 270 million to further improve the quality and coverage of its network and in the improvement in coverage of the system. BASE has 240 roaming agreements with telecom operators in 115 countries. Its Belgian network covers 98% of the population. The services offered cover GSM, I-mode, HSCSD, GPRS. In 2001 BASE bought an UMTS license.
The objective of BASE for the coming years is to maintain and grow profitability and turnover by offering value in specific market segments. This is achieved by defending the current position, by launching new products and services and by offering higher service levels.
The network capacity utilization constitutes a significant opportunity in that it can be increased threefold without affecting the network operating cost or the required investment. To improve its competitive position it is essential for BASE to expand its service offering and to address new markets. A number of interesting opportunities have been identified in a recent strategic analysis and the implementation of these groundbreaking ideas could add substantially to the company`s revenues base.
To achieve a solid financial balance BASE does not only have to increase revenues but also needs to reduce costs. Taking market price levels as a starting point, one can readily identify maximum cost levels for operating a service. By focusing on the essential elements of the value chain and by applying an, at times drastically different, approach to delivering the goods or services that customers require, on can envisage an operational set-up that meets the customer`s requirements at a substantially lower delivery cost.
Implementing these new strategies is neither straightforward, nor painless. BASE needs to reduce its cost level considerably while on the other hand implement radically different organization structures, including a substantial level of outsourcing. To support this implementation, a social plan for the dismissal of 200 people has been signed in July 2004.
BASE intends to focus only on its core activities. The aim is to externalize activities and to outsource non-core activities aligning the company structure to the business model. Through partnerships and outsourcing with specialist companies, BASE intends to reduce its fixed costs, focus on its core activities and gain efficiencies through its specialist partners.
Job Mission:

Key Accountabilities:
To solve alone or with the help of specialized HR people within or outside the company all the HR problems in their different spheres of activity: recruitment, compensation, job evaluations, promotions, job changes, performance management, training and development, employment termination, and other people related issues which may affect the employees` job efficiency and take appropriate action in conjunction with their management
To provide management and staff with information and expertise on HR policies and procedures and to facilitate their implementation.
To ensure that staffing requirements are met with the most appropriate resources taking account of the company`s policies and procedures and budget - to counsel existing staff in response to their interest in published vacancies and liaise with respective management accordingly
To support line management in implementing and executing the performance appraisal and salary review cycle consistent with company policy and the standards set by the business - to ensure that following an analysis of the results of the performance appraisal exercise a proper follow up is carried out in respect of training and career development needs
To participate in the preparation and review of the annual budget and forecasts as required, provide information and analysis to contribute to the process and achievement of objectives within the budget allocation
To develop and maintain HR dashboards so as to assist management with decision making process affecting the business
To monitor the workability of HR policies against the practical applications and where necessary recommend changes
